Alright so just a quick summary:

This is real. I'm not sure how they mess with server side stuff but Valve seems to have taken their security through obscurity a step to far: first the lobby hack stuff and now this...
The hack is made by a certain website (don't think I'm allowed to link it but it's all over the sub atm). They were supposed to go public on May 1st but their binary got leaked so people who shouldn't have access to it are able to use the cheat.
After about 3 minutes of searching on Google, I was able to download the leaked hack. Since it's so easy to find, I'd be very careful about playing MM right now if you care a lot.
The cheat consists of other features that allow you to do things that you should never be able to from client-side such as "no-footsteps" and "anti-aim", which makes you pretty much invincible.
I do some cheat development as a hobby (don't worry, I don't use it online) so I'll update if I find more info.

EDIT: The leaked source I found is a different version. I'm not sure if the new version is leaked aswell.

It seems like this cheat abuses the Source Engine lack of fail-safes. Developers simply set certain values like ViewAngles and Position to random numbers (which could explain the weird crouching right before the plant and defuse) and if a developer is lucky and finds a working combination, unexpected server-side stuff will happen. It's a matter of brute forcing combinations till you find a combination that has a useful server-side reaction.

This is also how ko1n made his teleport hack work iirc.
